Help me find this billboard (possibly)

Reddit, I need your help! A friend of mine posted this picture somewhere around Houston. He didn’t say it was on a billboard, but that is what I am thinking. All he said was it was in a prominent, high traffic area.

A little backstory. My friend is a really good guy that does a lot for his community. The person in the picture is my friend’s best friend. My friend posted the photo as a joke for his friend’s birthday. I am protecting their names because this is where the story turns tragic. My friend’s best friend was abroad celebrating his birthday and unfortunately passed away in a tragic accident. I would love to find the billboard and take a picture in front of it to send to my friend. As far as I know, nobody that we know has found it and I want to comfort my friend and honor his friend in the process by finding the billboard. Please help!
