Hairstylist for 90s blowout style w/ lots of layers?

Any long haired women have any hairstylist recommendations (insta handles preferably) for someone who is highly proficient with layers? I have very thick hair (think Cher from Clueless) but want to add more layers maybe even curtain bangs as my hair is too weighted down right now.
