Prevented from voting

Lived for five years in Houston, but have been elsewhere for the last few. Now happily returned (since June).

I'm registered to vote, and I went yesterday. My ID is still from out-of-state, and they refused to give me a ballot for "insufficient ID". I apparently needed to bring my passport.

What's so stupid is the ballot volunteer made it clear that if I DIDN'T have a passport, I would've been allowed to vote just fine with my out-of-state license. But because I have stronger ID, I have to use it and can't provide anything else.

With comparison, I was in a similar ID situation the first time I moved to Houston 7-8 years ago, and voted without iasue in that election. This seems like some made up nonsense to make voting harder.

The whole point of the registration process was to prove my residencey! So if they have that on file, and have a government ID with my same name/birtday, what's the damn problem?

TL;DR: I can't vote because I have a passport.
