What’s the deal with the Regal Cinemas Greenway Plaza building?

Seems like it was built to house all kinds of restaurants, maybe some bars, shopping, etc.

I’ve been going to this theater since I was a kid and nothing ever seems to stick there. I think there was a marble slab for a bit that closed down, but other than that it seems like a huge derelict waste of space.

Seems to me that a decent amount of people live/work within walking distance including myself now.

Were these concepts full at one point, or was it all just kind of abandoned minus the theater and arcade?
