I love the rain, but why is the forecast so off?!

Is it just my crap weather app? I'm in Conroe, today was like 15% and we got a storm in the evening that was pretty nice. Now it's raining pretty nicely, not just a sprinkle, and my app is showing no rain, only 15%. It's like just two weeks ago I was looking forward to the 80% chance of rain, only to see the numbers go down all day long and nothing. Reminds me of about 18 months ago there was a day of 24% and it ended up that it rained for freaking hours and streets flooded in the city.

At least the ponds are filling up and the frogs are happy.
