Are we allowed to have a mandatory all employee meeting, even though we aren’t allowed to be open?

Question: I work for a business that’s isn’t opening until “phase 2”. My boss has asked us to come in for an all employee meeting the week before that and the following days for cleaning up and prepping to open for business. Is that something we are “allowed” to do? Just curious.

((I have a lot of anxiety. I’m one of those ppl who thinks we are opening too soon. And I’ve been staying away from everyone since this all started, so I’m just having a lot of anxiety thinking about being around all my co workers, when I don’t feel ready to be around ppl right now. Just my thought and feelings on the matter. I have a toddler at home. So I’ve been practicing social distancing to the extreme.))
