TIL that we are apparently one of the best cities at reducing homelessness?

Homeless in Houston: How the city has reduced homelessness by 63%

I’ve found multiple articles making similar claims on google, yet never in my life have I seen so many homeless people in Houston.

Idk if I have some confirmation bias or something skewing my view but it seems like our homelessness is worse than ever, yet our city government is praised for it. I have lived here for decades and feel like my observations aren’t far fetched. What am I missing?
