Duckling stuck in grated sewer – any advice?

There's a baby duck stuck in a grated sewer at the corner of Sunset and Remington by Rice University. I can't lift the grate and I can't reach him. Houston Fire referred me to the SPCA and they are closed. Rice U. PD said maybe they'd help. Who else can I call?
