Hit and run totalled the car, seeking advice. Pictures of the hitting car attached.

Last night, there was a party going on till 3AM in a neighborhood house with dozens of cars parked along the street in our Richmond subdivision (near Hwy99 & WestPark tollway).
At around 5AM this morning (Sunday), my other neighbor's car (Nissan Versa) was found badly damaged. A tow truck was towing the Mercedes that had rammed into my neighbor's car. A cop was there too. The driver of the Mercedes had absconded and the onstar service had summoned the cops. The partying neighbors deny knowing anything about the Mercedes or its driver and we have no choice but to give them the benefit of the doubt.
This is not a pass-through street and the intensity of collision was significant, pushing the Nissan into a fire hydrant. Unfortunately, my neighbor's insurance doesn't cover UM (uninsured motorist) or hit and run cases.
Is there any recourse to get to the Mercedes owner and claim damages from their insurance? It just feels wrong that people can do this, collect their vehicle, and walk away. Will appreciate any advice.

Edit: a lawyer friend looked up and provided the owner name and the address (also located in Richmond).
