How to contact someone in Harris County Jail

I know this isn’t the correct spot to ask this but I have no other clue how. A close friend of mine is in Harris County Jail, I have no idea how to contact them, they don’t have a court date until Oct. I tried setting up visitation but it said this inmate is not allowed visitation. Phone calls in are not possible either, is there any other way of getting in contact with them?
