Towing a neighbor’s car in front of my residence?

What are the towing rules in Houston? A neighbor parked his car in front of my house without permission or talking to me first. I've placed aggressive "No parking allowed" handwritten notes on the car windows. The parking spots on street are reserved for my tenants and airbnb guests only.
