Where to play with puppy where we won’t be ambushed by off-leash dogs? (Using a long-line leash)

Live inside the loop near Memorial Park and would love to know if there are any nice, open, and preferably shaded areas you guys know of where I could take my puppy to play fetch on a long-line where we won’t be ambushed my off-leash dogs with bad recall. This has happened in memorial park and stude park several times at all times of the day.

Ideally near the loop, but open to anywhere within a 20 minute radius of the memorial park area.
