Are bars required to offer free water in Texas or is that a myth?

Went to a venue and they tried to charge me $5 for a bottle of water. My friend was saying they have to offer free tap water but I’m not sure that’s true.

Do y’all still think they use lead pipes for the bathroom rap water or is that safe to drink ?
