I got scammed out of $2,000 dollars by a group of people claiming to be HPD officers

Two weeks ago I have a guy that contacts me through the HPD non-emergency number. He say I was being investigated for underage prostitution. He gives me two options I can go to jail for 5 to 10 years or pay $2,100 dollars. Fearful for my life I agree to pay him the money. He told me I wasn't allowed to talk to anybody about the case and my phone was being monitored at all times. If I told anybody about this they would have known.

After I pay them the money a buddy of his contacted me on the phone again on Thursday. They say I need to pay them $2,600 hundred dollars more or I will be arrested by Interpol and extradited to the Dominion Republic and spend time in their prison. I knew there was something with his story so I left work and report them to the police. I report his personal number, the numbers I save on Zelle to the FBI. Then I report his numbers and the HPD non-emergency to the local police. I also start a fraud claim investigation with my bank Wells Fargo.

What I don't understand is how HPD even allowed people to hack into their non-emergency in the first place. That should have been a red flag on their part and HPD should have contacted me about that soon as they spot non-civilians using their phone number. The phone number the imposters use to contact me was this number.

I'm looking at suing people if I don't get my money back. This should not have happened at all.
