“We buy catalytic converters” sign

5700 N Shepherd, where it intersects W Montgomery Road, there’s literally a sign on a building that says “we buy catalytic converters”. I mean, it’s not like they’re plentiful these days and people are looking for a way to offload their spares. How is this possible? Wouldn’t they be buying 99.999% stolen ones?
