How to stop catalytic converter theft

What if we made it illegal to purchase “used” converters without some sort of proof of legal acquisition? Or put a ban on the purchase of converters altogether?

Alternatively the sellers would need to show ID and be recorded on video. Would this help stop the crime wave?
