Project Brays CLOMR – Proposed flood map revision?

While reading about the Brays Project I found their CLOMR. If I understand correctly it is the proposed way the flood map would change once all the work is completed. If so, this would really really change things in Meyerland and Westbury. What do you guys think? Do you think this CLOMR is a best case scenario or a possible reality?

I've heard from people that flooded during tax day, memorial and harvey comment how after the mitigation project started they haven't flooded at all. But, it's honestly hard to say. Most flooding seems to be a case by case scenario
