Would you lock in an Electricity Rate of 11c/KWH for 3 years?

I'm getting a little tired of finding money saving plans for "new customers", paying the deposit and repeating the cycle every couple months. The cheapest no gimmicks plan on the market is 9.7c/KWH for a term of 3 months. With everything around becoming expensive is it wise to lock in a 36 month plan at 11c/KWH?
