Any idea how this is working?

So does Watson pick his team and then the Texans negotiate? Does he give a rank of his choices and the Texans take the best deal trying to accommodate? Has he already waved his NTC for the teams he’s talking to and the Texans negotiate? Any idea on how this is possibly working?
