Houston Bicycle Question

To those of you that ride regularly I want your opinion. Maybe it makes the roads friendlier.

If driving East on Westpark and there is bike lane to my right: -when the light is red -I am In the front -I hope to make a right on red – I move over & block the bike lane

My logic is the bicyclist should stop on red and there is no risk a rider runs the red light & I take them out on my turn.

Legal? Bad etiquette?
