Neighbor’s electric gate buzzing loudly — who to contact?

The electric gate of the rental apartment next to mine has been buzzing loudly every 3 minutes or so since yesterday afternoon. It’s right next to my bedroom and the intermittent buzzing and vibration made it impossible to sleep last night.

I’m hoping y’all can point me towards some resources I could contact to get this buzzing taken care of. I thought of calling the HPD non-emergency line, but although this is a noise complaint, it’s not a ‘loud music’ or ‘barking dogs’ kind of complaint, so I don’t know if they can do anything about this? I’ll try to get a hold of my neighbors of course, but they’re not home very often, so I’m worried the buzzing is going to persist all day and I won’t be able to sleep again tonight.

As I was lying awake, I fantasized about turning off the power to the complex, but I’d like to resolve this issue without doing any crimes. I’m grateful for any advice you can give me!
