Do toilets back up during hurricanes and floods?

I was thinking about getting a condo in Houston, preferably on a decently high floor. Will the flooding affect anything for me other than power outages and being stuck for a few days? If city sewage backed up into my house or condo I would probably sell it on the spot and I would rather not get fully invested in the condo and area then get attacked by the poop monster. Are toilets backing up into houses a common issue?
