Who can I contact regarding road/street maintenance?

Hello! I live in Midtown and my "block" of street does not have any curbs whatsoever. This has caused a large portion of soil around the street to wash away and always results in standing water for 7-10 days after rainfall. Also, it flat out creates a mud disaster. I know we're known for bad drainage and terrible road conditions but this has been annoying as hell.

I tried reaching out to the city council representative for my district but haven't heard anything back. Is there another person that I can try reaching out to? Or is this a it's Houston, tough s**t, deal with it type of situation? I'm curious if anyone has had any luck with this type of issue.
