How much is your annual flood insurance policy?

I almost rage hung up on state farm, I lived in flood zone X and they just quoted me $2500 annually for $250k building and $100k property. I was under the impression it would be $1200 and under?? Can someone direct me here? I bought my home in N. Richmond a few months ago and I definitely want flood insurance but thats like, almost as much as my homeowners insurance per month.
