Emergency Vehicles

Is moving over to the side / switching lanes not a thing here when an emergency vehicle has its lights and sirens on? I see it all the time! Today I saw a sedan and truck act like nothing was going on behind them..meanwhile the fire truck was up their ass and blasting the horn for them to move (yes they had room to move to the side or switch lanes) I don’t understand. (Conroe, Woodlands area)
