Outdoor locations for engagement proposal photo in next 2 weeks (Cypress, or within an hours drive)

Hello,

My friend will be giving an engagement ring to her future spouse (female). He is looking to hire a photographer (still in the works) to do a simple photo shoot (maybe 30-60 mins) of him and his girlfriend, when he gives her an engagement ring.

I have heard the Zoo lights are a good option? Is this so? Or where else is 'in season' now?

Prefer to do it somewhere in the Cypress area or else within an hours drive, either towards Woodlands/Huntsville or towards the Houston area, e.g. museum district?

Also any recommendations for an affordable, yet great photographer are welcome!
