Captain of Houston Fire Department commits animal abuse and gets away with it.

The captain of a HFD shot my neighbors Boston Terrier with a rifle, buried the body and refuses to disclose where he’s buried. The shooting was witnessed and then he eventually admitted to it. Police aren’t taking any action (I’m assuming because he’s well connected). Not sure if there’s any way to escalate this? He needs to face repercussions. Contact the media?
