CenterPoint "utility charges" are half my electric bill??

For my townhome I'm renting, our electric bill was ~$100 last month, which isn't too bad…but then this utility charge is ~$80 and I called because I thought it was a mistake and they told me this is just what CenterPoint charges?

I'm new to Houston – is this for real? I've never seen a "delivery" charge so astronomically high.

Is this the same for everybody? And is this permanent? This seems criminal.
