Wondering why did the house prices drop in 77082 area between 2018-2020?

Looking for houses in Houston area, came across 77082 where the house prices drop or didn’t appreciate much in last 5 years. It could be because of Harvey but some of the houses that I looked at with drop in house price has a FEMA flood factor of 1.
