Why is the power grid here so fragile?

We lost power for a week of the freeze earlier this year and have been without power now since 5am yesterday when Nicholas hit. We barely got any rain and had no flooding in my area. It seems anytime the wind blows the wrong way we are without power for a week. What's the deal? Is this a Houston problem or a Texas problem?
