CenterPoint fee question

Has anyone gotten an electricity bill this month ?

The Centerpoint (TDU Delivery) fees increased on 9/1/2021 from the 3.7435 ¢ per kWh 4.6029 ¢ per kWh. The $4.39 flat fee remained the same.

I got my bill for 08/10/2021 – 09/09/2021 and my provider charged me the higher rate even for usage in August. Is this legal ? Shouldn't they have billed for electricity usage in August at the old rate and used the new rate only for electricity usage done 9/1 or after ? I pulled my meter data from https://www.smartmetertexas.com/ and it's easy to see the usage per day.

FYI. Here is a table I created showing various usages and the costs.

Usage Old Rate (3.7435 ¢) New Rate (4.6029 c) Increase Of
500 kWh $18.72 $23.01 $4.30
1,000 kWh $37.44 $46.03 $8.59
2,000 kWh $74.87 $92.06 $17.19
2,500 kWh $93.59 $115.07 $21.49
3,000 kWh $112.31 $138.09 $25.78
