Need help to drive in downtown

Hi, I just moved from Idaho to Texas and how to drive in downtown Houston. Specifically, there is the rail lane and that lane is the left turn lane. Am I supposed to drive on that lane and wait for the signal? What if there is the light rail coming and it is the red light? I’m just so confused about making left turn because of the rail.
