All the other major cities in Texas (Austin, San Antonio, and Dallas) all have the app rentable electric scooters available for easy transportation. What’s the delay for Houston?

All the conversations I’ve seen are 2 years old and citing crime, is Houston crime really that much worse than the rest of Texas?
