Is there an "In-District" community college for Fort Bend County?

I'm wanting to take some classes to get my Associate's, but HCC is trying to charge me double for being "Out-of-district" even though I live in Richmond, right on the Harris County-Fort Bend County line. Are there any other alternatives I can take?
