Choosing a power company: What’s the contract or terms language to watch out for to avoid rip-off?

I browsed lots of Reddit posts about power and saw many cases in which someone uses a bit over a threshold (e.g., 1001 kwH instead of 1000) and their bill doubles. I can't see that pricing structure in any of the plans I'm looking at. Does anyone know what I should look for in trying to avoid such scam outcomes?

Also, am I correct in that bills can be significantly lower if you use MORE electricity? It looks like some estimated bills for the same company are lower at 1000 kwH vs 700 kwH! To be clear, the estimated total bill is lower, not just the per kwH rate!
