How many people can live in a home/apt?

Is there any regulation (or recourse) when too many people move in to a single residence? There is a limit to number of pets, is there also a limitation to number of people or adults or…? If a 2 bedroom townhouse/apartment/condo/duplex, for example, has 15 people identified as living there, who's responsibility is it to address the issues/problems?
