Condo not fixed since freeze (what do I do)

Hi everyone, just looking for some advice on what to do. The freeze damaged the outside water heater pipes and the inside closet pipes. The Plumbers (paid by the HOA) had to cut into the drywall and fixed the leaks in the pipe. But now the drywall damage basically a hole that leads outside ceiling hasn’t been fixed and I can’t use the closet.

The HOA keeps saying repairs will start soon. But it’s been 2 months. And now there appears to be some black buildup on the drywall holes in the ceiling where the plumbers cut to repair the leaky pipes. I’m worried the damage is getting worse and the HOA insurance is not acting urgently. I can’t live there with a hole in the ceiling and I can’t rent it out to anyone until this is fixed.

Should I contact my own condo insurance company and let them know? Or also Contact a lawyer just to cover my back?
