Best area for cyclist to live?

Can anyone recommend parts of Houston where a somewhat serious cyclist can ride from his house…if anywhere? I'm talking about regular rides of at least 20 miles at 18+ mph. I mention speed and distance in part to hear opinions on living near the bike trails. I haven't tried those… Is it possible to ride fast and far on them?

Relatedly, would The Woodlands be a much better location?
