What does TX DOT have to gain from the I-45 expansion project?

Please enlighten me. I’ve been reading about why people groups and now Harris county are opposing the expansion but TX DOT is adamant to move forward with the current design. What does it gain from this project? Isn’t TX DOT like a taxpayer funded government arm?
