Will Fuller franchise tag

Wasn’t it reported very recently that Texans were going to use the Tag on Fuller?

I know that doesn’t mean they won’t “Tag and Trade” him, but find it weird everyone is discussing where he will go in FA if it’s been said he’s being tagged.
