Give and it shall be given

I know this is a bible quote, but there is also an old wooden sign with this painted on it at the MKT walk/bike trail on Spring St. Its been there for at least 4 – 5 years now and seems to be regularly cleaned up/maintained. Anyone have any backstory on that sign being there?
