Hobby (HOU) airport parking sucks

I made a reservation to park at the hobby airport garage, as their website said reservations were required as of last week. Due to the govt shutdown and delays, I did it. Now I’m trying to get out of the garage and the reservation system is down. The guys at the kiosk don’t have the ability to let me out. I have to call some other number via the exit kiosk, I’m sitting on 10 minutes trying to exit the garage and haven’t been able to speak to a real person yet. Someone tell me what I need to do/who I need to sue. Thanks.
