Driver Shining Laser in Eyes

Driving on Westheimer when driver in front mistakes my brights for being on and uses a laser pointer out of his side mirror. Didn’t apologize when he realized his mistake. Want to ensure he doesn’t do this to other drivers, vision is still blurry after the event. Any suggestions?
