Medicaid Advocate

Brother-in-law has had his Medicaid messed up by a family member (who is no longer involved). We have been having difficulty getting things back on track. Someone recommended to us to try a Medicaid Advocate to help out, but we are not sure where to start. Has anyone used an advocate and would you recommend them?
