Why has the Sheppard/Greenbriar exit on 59N become a total parking lot in the AM over the last year or so?

EDIT: I’m aware I misspelled Shepherd! Unfortunately, I can’t edit the title.

For about a decade, I’ve been commuting into downtown, up 59N. It’s obviously never good traffic, but it’s somehow gotten even worse. Over the last year or so, the Shepherd/Greenbriar exit has become utterly backed up, consistently, every morning. Every single morning, there’s a massive line of cars at an absolute standstill, and an almost equally long procession of cars inching along in the adjacent lane, trying to get into the exit lane. It results in a jam across every lane (which is where it becomes my, and everyone else’s, problem).

I don’t remember the exit being that bad in the past. I’m wondering what’s changed. I can’t think of any massive new block of employers or something along those lines which has sprung up near that exit which would draw in that many more people each morning.

To be clear, I’m not talking about the split a little ways down 59 where the left ramp heads towards Midtown/downtown and the right continues on 59, leading to 45. That’s always been a disaster: every morning, an astounding number of people don’t seem to realize they need to be on the completely opposite side of the highway until the very last second.

Really, I’m more curious than anything!
