Harris county jail, need advice please.

Hey, all, friend has been in Harris county jail since August 17th and STILL has not been issued a tablet. I put money in a securus account for him for tablet use, calls, email ect and yet he tells me newbies coming in have their tablets already. What can l do or who to contact to get him a tablet ? Thanks in advance.
