Residency for School

I'm starting my PhD at UH and I have been having trouble with residency requirements. I have a Texas license from when I lived with my dad here during my bachelor's, but I have been living in Ohio during the past two years for my MA. I still have the same license and have moved into an apartment. How can I establish my residency?
