where to take an 80 year old to get their crusty toes fixed?

i've got an 80 yo family member who lives on social security as his only means of income (think around 2k a month) and has started to get these really thick, greenish or yellow looking toe nails that he can't maintain on his own with toenail clippers. also trying to gauge what range the expected costs would be.

any help would be appreciated!
