Who Can I Call About A Loose Chicken?

I have a random chicken walking around my neighborhood and keeps defecates on my front porch and is extremely unsanitary. I also own a dog and I don’t want him to pick up anything from a chicken roaming free. It doesn’t seem to belong to anyone. Is there any agency I can call about this?? I called animal control and I almost got laughed off the phone because “there’s no agency that deals with chickens.” Ideas?
