3 story townhouse heating recommendations

I am in a 3 story town house and the 1st floor is freezing, 2nd floor is 3rd floor is way too hot this time of the year

There’s a separate thermostat on each floor

Does anyone have recommendations on how to balance this out? The HVAC is in the attic
